New EC Rules May 2026: 10-Year MOP, No DPS, and the 90% First-Timer Quota

On May 8, 2026, Minister for National Development Chee Hong Tat announced the most significant overhaul to the Executive Condominium (EC) scheme in a decade. Aimed at curbing the "lottery effect" and prioritizing first-time buyers, these changes fundamentally break the traditional HDB upgrader's playbook.

If you’re planning your next move, here is how the new regulations change your financial math.

1. The 10-Year MOP and 15-Year Privatization Rule The biggest shift in the latest changes is the extension of the Minimum Occupation Period (MOP). With this new rule:

  • Selling to locals: You must wait 10 years from TOP.
  • Selling to foreigners: Full privatization now takes 15 years.

Your EC will no longer be a "stepping stone" to be flipped in five years. Homebuyers are now forced to view it as a long-term residential purchase.

2. Removal of Deferred Payment Scheme (DPS)

Effective immediately, the Deferred Payment Scheme (DPS) is no longer an option for new EC land sales. All buyers must now use the Progressive Payment Scheme (PPS).

Why this hurts Upgraders:

Previously, the DPS allowed HDB upgraders to defer 80% of the purchase price until the EC reached Temporary Occupation Permit (TOP). This prevented "double mortgage" stress. Under the new rules:

  • Immediate Servicing: You must begin servicing your EC mortgage as construction milestones are met (typically every 3–6 months).
  • Cash Flow Strain: If you have yet to sell your existing HDB, you will be servicing two home loans simultaneously.

3. 90% Quota for First-Timers: The Two-Year Priority

To prioritize genuine home-ownership, the government has increased the EC supply quota for first-timer families from 70% to 90%.

This 90% buffer will remain in place for two years from the launch date, making it significantly harder for second-timers (upgraders) to secure a unit in popular projects.

Which EC Projects are Affected? The new MOP and DPS rules apply only to EC land sites launched for tender after May 8, 2026.

This means that the projects at Senja Close, Miltonia Close, Sembawang Road and the two at Woodlands Drive 17 will not be affected. Expect more competition for those projects as those will be the last few projects for buyers seeking the 5 year MOP.

Why Now?

The timing of these changes reflects a broader effort to stabilize the "sandwich class" housing segment. The government is addressing several key issues in the current property trend:

  • Curbing "Lottery Effect" Speculation:With the gap between EC and private condo prices widening, many saw the EC flip as a guaranteed windfall. The increased 15-year MOP forces buyers to prioritize home-occupation over capital gains.
  • Tackling Affordability for First-Timers: By increasing the quota for first-timers to 90%, the government is looking to prioritise those with genuine housing needs over upgraders who already have a roof over their heads.
  • Reducing Household Leverage: Removing the DPS prevents buyers from over-extending themselves. By forcing buyers to service the mortgage during construction, the authorities ensure that only those with robust, immediate cash flows can enter the market.

What Should You Do? The new increased MOP is designed to curb speculation. For the genuine homebuyer, it demands a higher level of financial discipline.

  1. First-Timers have the Edge: With 90% of units now reserved for you, the competition is lower, but the 10-year commitment is long. Ensure your career and family planning align with a decade-long stay.
  2. Upgraders must "Sell First": To avoid the double-loan trap and the LTV haircut, the "Sell HDB first, rent, then buy EC" route may become the only viable financial path for most.
  3. Stress-Test Your Numbers: With no DPS, your cash flow must be bulletproof from Day 1.
